You can just keep your bees on someone else’s property. (with their permission of course.)

I know lots of people who do that when they can’t keep them on their own property.

Usually friends or farmers or occasionally stores will let you keep your hives on their property in exchange for a little honey here and there. And farmers will usually let you keep bees on their fields for free because they usually have to pay for that. Xp
